Resumen:	Este trabajo trata sobre el reconocimiento de las necesidades de un territorio, y el planteamiento de posibles soluciones a nivel urbano y arquitectónico, donde se vea beneficiada no solo la población puntual sino toda la población regional. Por lo tanto es un trabajo de investigación que no solo se basa en el campo arquitectónico sino que también abarca los temas sociales y antropológicos de una población. Se comienza con un análisis regional, el cual nos permitirá analizar las problemáticas macro a nivel región, para poder tener un campo más amplio de desarrollo, en esta escala se proponen vías que mejoren la conectividad de toda la región con ella misma y con el resto del país, también se crean estrategias que abarcan lo urbano y lo arquitectónico, buscando que todo sea un complemento. La siguiente escala es la de ciudad, en este caso se analizan las problemáticas de Cartagena específicamente, la investigación arroja un foco de problema, con el cual se comienza la tercera escala, donde se busca mejorar las problemáticas de un sector dentro de la ciudad que sea para el beneficio de las demás escalas, allí se proponen planes de desarrollo vial, urbano y arquitectónico, todo siguiendo la guía del plan regional.
Abstract:	This work deals with the recognition of the needs of a territory, and the proposal of possible solutions at an urban and architectural level, where not only the specific population but the entire regional population will benefit. Therefore it is a research work that is not only based on the architectural field but also covers the social and anthropological issues of a population. It begins with a regional analysis, which will allow us to analyze the macro problems at a regional level, in order to have a broader field of development, in this scale we propose ways to improve the connectivity of the entire region with itself and with the rest of the country, strategies are also created that encompass the urban and the architectural, looking for everything to be a complement. The following scale is the one of city, in this case the problems of Cartagena are analyzed specifically, the investigation throws a focus of problem, with which the third scale begins, where one looks for to improve the problematic ones of a sector within the city that be for the benefit of the other scales, there are proposed road, urban and architectural development plans, all following the guide of the regional plan.
