dc.description | According to the Cajicá Territorial Ordinance Plan, the area of the XRP Motorpark belongs to the category of recreational and institutional zone. For some years, XRP Motorpark has faced problems related to the noise levels produced by its sports and cultural activities; thus, in 2010, a popular ac-tion was presented which aimed to suspend the sports activities of the autodrome due to the high levels of noise produced in the competitions of motor vehicles and motorcycles to combustion. This article presents a diagnosis about the regulations that are applied to regulate the noise emis-sions produced by the sports and cultural activities of the autodrome that exceed the decibel level allowed. For this, in the first instance, the laws, resolutions and international decrees concerning the control and reduction of auditory contamination and the impact on health and the environment are reviewed. Subsequently, the current problem of the Cajicá autodrome with respect to Colombian regulations is identified. Finally, a solution is proposed so that the XRP Motopark of Cajicá can adapt or seek some type of modification of the noise emission regulations in order to continue with its normal activities, without canceling events or being sanctioned for non-compliance. | spa |
dc.description.abstract | Según el Plan de Ordenamiento Territorial de Cajicá, el área del autódromo XRP Motorpark pertenece a la categoría de zona recreativa e institucional. Desde hace unos años, XRP Motorpark enfrenta problemas relacionados con los niveles de ruido producidos por sus actividades deportivas y culturales; así, en el 2010, se presentó una acción popular que pretendía suspender las actividades deportivas del autódromo debido a los altos niveles de ruido producido en las competencias de vehículos y motos de motor a combustión. Este artículo presenta un diagnóstico sobre la normati-vidad que se aplica para regular las emisiones de ruido producidas por las actividades deportivas y culturales del autódromo que superan el nivel de decibeles permitido. Para ello, en primera instan-cia, se revisan las leyes, resoluciones y decretos internacionales relativos al control y reducción de la contaminación auditiva y al impacto a la salud y al medio ambiente. Posteriormente, se identifica la problemática actual del autódromo de Cajicá respecto a la normatividad colombiana. Final-mente, se propone una solución para que el autódromo XRP Motopark de Cajicá pueda adaptar o buscar algún tipo de modificación de las normas de emisión de ruido para poder continuar con sus actividades normales, sin cancelar eventos o ser sancionada por incumpliendo. | spa |
