Resumen: | Este documento analiza la productividad del sistema industrial de la ciudad de Manizales, Colombia, desde una perspectiva del mercado de trabajo, como contingencia al fenómeno de heterogeneidad estructural que presenta su aparato productivo, determinado por la pérdida del dinamismo de la industria cafetera, definiendo la relación urbanización-industrialización bajo características de trayectoria dependiente. Esto ocasiona que la ciudad esté limitada para desarrollar iniciativas clusters que permitan la generación de empleos de alta calidad. En este sentido, se compararon cuatro políticas públicas, elegidas en función del potencial impulso a la productividad de la ciudad, para finalmente sugerir dos apuestas industriales alrededor de la biotecnología y las TIC, desde las cuales Manizales podría renovarse y convertirse en una ciudad nodal. |
Abstract: | This document analyzes the productivity of the industrial system of the city of Manizales, Colombia, from a labor market perspective, as a contingency to the phenomenon of structural heterogeneity that presents the productive apparatus, determined by the loss of dynamism of the coffee industry, which defines the relationship urbanization-industrialization under characteristics of dependent trajectory. This causes the city to be limited to develop cluster initiatives that allow the creation of high-quality jobs. In this sense, four public policies, chosen based on the potential boost to the city’s productivity, were compared to finally emerge two industrial bets around biotechnology and ICT, from which Manizales could be renewed and become a nodal city. |
