Resumen: | El proceso de descentralización fiscal en Colombia ha experimentado una transformación estructural muy profunda en las últimas décadas. Es así como, los municipios del país han contado con una suma importante de recursos proveniente de la financiación de las competencias asignadas por la Nación, con los cuales han podido atender sus gastos de inversión, e incluso parte de su funcionamiento. No obstante lo anterior, las últimas reformas aprobadas respecto a sus instrumentos generan interrogantes frente a la consolidación del proceso. Abstract: | The process of fiscal decentralization in Colombia has experienced an intense structural transformation in recent decades. As a result, the country’s municipalities have received a significant amount of resources from the funding of the powers conferred by the nation, which have been able to meet their capital expenditure, and even part of their operation. Nevertheless, recent reforms passed over their instruments raise questions with the consolidation process. |
